SK Recycles’ transition to full EPR will take place in three phases. 

Phase 1: Starting December 1, 2024

Transition Phase 1  will be centered on curbside and multi-family collection for communities that meet the following criteria: 

  • Municipalities with existing curbside and/or multi-family participating in the current MMSW program
  • A minimum population of 3,500 residents
  • A maximum of a 300 km drive distance to the City of Regina or the City of Saskatoon

Fourteen communities have been invited to join SK Recycles in Phase 1 of the transition. An offer letter and agreements were shared with these communities in August 2024, and communities can join the program at various times throughout the year. SK Recycles has established a Phase 1 Working Group for collaboration throughout this process. 

Phase 2: Starting December 1, 2025

Transition Phase 2 will continue the focus on curbside and multi-family collection in smaller and more remote communities. SK Recycles has established a Phase 2 Working Group for collaboration throughout this process.

Phase 3: Starting December 1, 2026

Transition Phase 3 will focus on system optimization and the addition of depot collection, which will complete the transition to a program fully funded and operated by the producers of packaging and paper.
