The Province of Saskatchewan has released updated regulations for the management of waste packaging and paper

On March 31, 2023, the Saskatchewan Ministry of Environment released updated Household Packaging and Paper Stewardship Program Regulations, 2023, which call for a transition to a full Extended Producer Responsibility (EPR) program for the management of waste packaging and paper (WPP) in Saskatchewan.

EPR is the obligation that businesses, like retailers, manufacturers, and restaurants have to reduce the environmental impact of their WPP. Full producer responsibility spans the entire product management lifecycle – physical and financial – for WPP supplied into the marketplace. EPR models shift the responsibility of WPP management away from municipalities and regional waste authorities to the companies that put the products in the market.

Multi-Material Stewardship Western (MMSW) is a not-for-profit organization established to help obligated businesses meet their requirements under the Regulations.

MMSW is currently reviewing the Regulations, and in the coming months will be engaging with stakeholders on a draft program plan developed for consultation that will fulfill the new regulatory obligations for stewards while ensuring continuity of services to Saskatchewan residents.
