A voluntary producer is a business that does not reside in Saskatchewan but supplies designated packaging and/or paper products to Saskatchewan consumers and has elected to join SK Recycles and assume stewardship responsibilities for its packaging and paper product materials.

In the absence of a Canadian resident brand owner who supplies into Saskatchewan, the obligation for reporting and paying fees for your materials falls to the “first importer” into Saskatchewan, which is typically the retailer or distributor of your products. Businesses can relieve their retail partners from that obligation by electing to become a voluntary producer.

Please download and review the Voluntary Steward Policy which clarifies the businesses that are eligible to take on the role of a voluntary producer. For businesses that have packaging and paper product stewardship obligations in other provinces, this policy has been harmonized with MMSM and Recycle BC. Following your review of the Policy, please download the Voluntary Steward Agreement (VSA) and complete all sections. Finally, please send a signed VSA to the Customer Relations team via email at info@circularmaterials.ca or fax it to 1-844-471-1836. Please note, due to the Saskatchewan program transition, the VSA is currently being updated and a revised version will be made available to producers in mid-December 2024.

Those businesses that want to become voluntary producers must submit a completed VSA to Producer Relations no later than December 1 of each year. Please note, due to the Saskatchewan program transition, producers who wish to become a voluntary producer in 2025 will have until December 31, 2024 to sign a VSA. Existing voluntary producers wishing to terminate their Voluntary Steward Agreement must notify Producer Relations in writing no later than December 1 of each year.
